USAC Whistleblower Complaint

This page contains the publicly filed complaint in Benjamin Bradshaw v. Universal Service Administrative Company (USAC), Case No. 1:26-cv-02424 (U.S. District Court for the District of Columbia).


The lawsuit alleges retaliation against a former USAC Program Integrity manager after he reported concerns regarding the administration of the FCC's Universal Service Fund, including alleged deficiencies in internal controls, data integrity, reporting practices, and program oversight. These allegations have not been adjudicated and remain pending before the court.
