ABOUT ME

Denise Rosado was born in Paterson, NJ to Puerto Rican and Peruvian parents. Paterson was the first planned industrial city in the Nation, founded in 1792 by Alexander Hamilton, built around the Great Falls of the Passaic River. Paterson was also historically  known as "SIlk CIty" because of the textile factories, including silk, which was fueled by the Great Falls' water power. Her father, Luis Rosado, Sr., was one of the last workers in Paterson's textile factories, which closed in the 1980's. Her mother, Beatriz, worked in the garment industry sewing in factories before attending and graduating from Passaic County Community College. Beatriz then worked for the Bursar's office at the college from where she happily retired after many years of State service. 

Denise is an experienced lawyer, former federal attorney advisor, and longtime public servant running for Congress to bring constitutional accountability, public safety, and results‑driven governance back to Washington, D.C. She is bilingual (English/Spanish).

An attorney, Denise has spent her career working at the intersection of law, government, and community impact. At the Federal Communications Commission, Denise served as an Attorney Advisor in the Office of Native Affairs and Policy and the Office of Intergovernmental Affairs where she oversaw the initiative on digital literacy and intergovernmental coordination, working directly with state, local, and tribal officials across the country.

Previously, Denise served as an Assistant Attorney General for the State of Arizona, Denise represented state agencies in both administrative and judicial proceedings, providing legal advice and advocacy to clients. She has also served as an Administrative Law Judge, presiding over hearings, ruling on evidence, and issuing written decisions — experience that gives her firsthand insight into due process, fairness, and the real‑world impact of government enforcement systems.

Earlier in her career, Denise worked in Washington, D.C. as a Management Analyst at the U.S. Department of Commerce, in the Office of the Secretary, Office of Management & Organization and as an HR Recruiter and then Statistician at the Census Bureau leading the Hispanic recruitment efforts. Denise has also volunteered with FEMA in the disaster‑response deployments following Hurricanes Katrina and Wilma.

Beyond government service, Denise has dedicated her life to community justice and advocacy — serving as a court‑appointed mediator, supervising a domestic violence survivor advocacy program in D.C. Her first job as an attoney was on the Texas border representing detained immigrant youth. She also worked as a bilingual/special ed teacher in NYC; and served as a youth advocate and mentor at the Harlem Community Justice Center and Police Athletic League in the South Bronx.

Denise holds a Juris Doctor from Arizona State University’s Sandra Day O’Connor College of Law, a Master of Public Administration with a 4.0 GPA from Rutgers University, and a bachelor’s degree in Administration of Justice with a Minor in Sociology and Certificate in Criminology. She is a Rotary International Ambassador of Goodwill Scholar where she represented the United States abroad in Granada, Spain in 2006. There she started a PhD program in International Conflict Resolution. Denise was inducted into the Pi Alpha Alpha National Public Administration Honor Society.

Denise Rosado is running for Congress to restore constitutional integrity, public safety, and fiscal responsibility to the nation’s capital — with a firm belief that D.C. deserves leadership focused on results, accountability, and service above self.

Denise volunteers with the Veterans in DC, attends Catholic Church at the Basilica, and regularly salsa dances in the district. :-)

One-Party Rule Has Failed DC

For the past 50 years, the same political machine has run Washington, DC (into the ground). And if one-party rule worked, DC would be the safest, most affordable, best-run city in America.  But it isn’t. Far from it. 

I’m not running against a party. I’m running for results. Let's meet the moment. This is not a phase, this is a MOVEMENT!

If one party controls everything, who do residents hold  accountable?

When the same party controls the Mayor’s office, City Council, courts, and federal delegate seat for decades, there is no accountability. There’s no competition. And without competition, nothing improves.

Where are the results?
-Crime still high
-Metro unreliable
-Schools losing families
-Downtown hollowed out
-Small businesses closing
-Rents exploding

After 50 years, we should be seeing results. Instead, we’re seeing excuses.

One-party rule is a monopoly. 

Real change requires competition. The only way to fix a broken system is to challenge it. That’s why I’m running.

I didn’t leave the Democratic Party. The party left me. It left parents. It left public safety. It left accountability. It brought corruption and entitlements. 

Public Safety
Decades of soft-on-crime policies made DC less safe. I will fight for federal law enforcement partnerships, tougher sentencing, and real prosecution.

Education
DC spends more per student than almost any city in America. Yet outcomes are worse. That’s a failure of leadership.

Economy
Downtown is empty because businesses were driven away. I’ll fight for federal incentives to bring jobs back and convert empty places into living spaces and make housing more affordable. Let's start building right away! 

Technology & AI
While DC fell behind, China raced ahead. I’ll make DC a national AI and cybersecurity hub.

One-party rule failed DC. It’s time for accountability, competition, and results. This is not a phase, this is a MOVEMENT!

If the same party could fix DC, they would have done it by now.
